In my mind, most assuredly YES! Otherwise, you could just drink
all that dark sludge made with a few batteries and no care or
controls whatsoever, and avoid the HV setup expense and problems!
Or better yet, hook some ones vibrator to the negative electrode, so as
soon as the ions get reduced to atoms they are knocked into solution
and will not allow crystal growth. Then you have a much clearer broth
of atoms instead of soft crystals to drink! Keep out of the sun though!
