They already know about this (and almost all other forms of charging
batteries).  

The problem is ... cars need 50kW of power to maintain steady cruise
at 70 MPH, and current engine sizes range from 60 to 300 kW (90 to 400
HP).

A modern home with whole-house A/C, an 8kW electric water heater, and
everything else running won't use even 20 kW of power.

That's why the static collectors mentioned (power from the air), solar
systems and anything but the largest wind generators won't cut it for
charging car (or home) batteries.

Of course, homes can be designed to use far less power (solar water
heat, good design of insulation and ventilation, heat exchangers using
underground pipes instead of air, etc.) so they can be run off
battery-based systems.

But cars cannot.

I have solar backup for my CS generator (and can run it off my wind
generators).  :)
