Arnold, The black fuzz is the silver anode (positive electrode) in the process of dissolving to silver ions. I never remove it myself, as it just needs to build up again for the process to proceed at full speed.
I believe Ole Bob mentioned that the electroplating folks protect this layer at all costs.
