Both 14 gauge silver wires are inside pyrex or quartz tubes, not sure which they are, I bought them from a glassblower. It is almost a snug fit, in fact it is such that the tubes can be slid over the wire, and they don't fall off if the wire has any slight bend in it whatsoever.
They are both submerged. Attached is a drawing.
