Neon sign transformers are the most often used because they have a current limited secondary winding. Secondary current ratings of 30 ma and 60 ma are used at voltages between 10,000 and 15,000 volts. Some use 9K volts at 30 ma. A schematic is not really needed. The primary connects to 120v AC usually through a timer switch. The secondary connects to the silver electrodes. Most of the unique designs are concerned with the electrode configuration, geometry and spacing.
