Because silver metal is very non reactive. For instance to digest my CS to test it requires boiling it dry with fuming nitric acid twice to get it to react. If you mix colloidal silver with HCL it will just sit there. Sulfur is the only thing I know of that silver will react with at room temperature without special circumstances.
However, silver ions will become silver chloride. But since silver chloride has almost totally insoluble, it simply take the route through the intestines instead of going into the blood.
