Hi Tracy, The original posts were made in April '99 and have been re-posted a couple of times since.
I have made one for myself of course, which I lend out with a fish tank pump as a drive unit. I have large oxygen bottles available here, being a welder, but only resort to using them in cases of dire need...I find the fish pump adequate for most needs. In fact I find just an atomising spray bottle to do the trick in most cases, if the recipient is old enough to coordinate their breathing with the spraying. Unfortunately, cheap airbrush units are not available in NZ, I had thought of importing some from Taiwan...but ran out of money. You may be better off buying a commercial nebuliser or hire one from the chemist or hospital (do they do that here?) may not supply O2 but I feel that this is only necessary in serious cases.
