What is the motivation here -- to lay the groundwork for establishing some kind of controls on silver products for allegedly inducing bacterial mutation? Gee, don't all antibiotics do that, and hasn't the FDA known that pharmaceutical houses have been producing mutant bacteria for about 60 years now?
