Several years back I ran across a device [in Popular Mechanics, I believe] that consisted of a solar panel and some sort of metal electrodes [metal type not mentioned]. I assume it was copper. The device was on a float and released metallic ions whenever the sun shone. It cost $300+ but could be made for basically the price of a solar battery charger and a piece of styrofoam and some house wiring. [$20 to $40] There is also a bimetal device [copper\silver?] that one can just toss into the pool that uses no external electrical source. Pretty expensive but probably cheaper than the chemicals in the long run. Ken
