Yes CS is very effective against anthrax bacteria.  Spores and the germinated
bacteria are very different things. A spore is like a seed, and almost
indestructable, but also, as long as it remains a spore, harmless.  To be 
harmful
it must germinate like a seed, and at that point both CS and well as some
antibiotics are very effective in killing it.
