There's a double negative in there, Terry! 

Rephrased: "There is no comment you can make that will not risk 
offending someone."

It's meant to give a reason *why* the subject is verboten rather than 
as a restatement of the rule itself. I'll substitute the clearer 
phrasing. Thanks!
