I think nebulizers can be used with compressed air. A small diaphram type compressor and maybe an air tank [depending on the compressors output volume] should do it
Oxygen and regulators can be bought at any welding supply house staring at around $80...but refills are cheap. Oxygen bottles contain about 1200 PSI and you will need the regulator ...or blow your frozen lungs up.
