Gee, it seems old bacteria never die, they simply mover further and
further away.

Likely you would have to do some test to see. Did you get a name on
the bacteria?
Often these "authorities" are over cautious and the body itself could
in fact kill the bacteria.
Remember that in virtually all cases, laws and regulations and standards
are for the benefit of those who make the laws.
You might want to do some research to see if a "reverse osmosis"
filter would eliminate the bacteria.

I have worked with nutrient injector systems, and systems I have made
from scratch. If you decide to go this route, I could see using a "water
motor" driven injector and simply dialing the ppm. With nutrient solutions
this is relatively straight forward.
If you did this on the complete water volume, you would use a good
volume of CS, but if you did it only on the water you drink and use for
cooking, the volume would be much lower.
