Yes.  It'll make even better CS (a larger number of smaller
particles).

No, a neti pot won't work.  Silver is a metal and won't evaporate with
the water -- it'll stay in the pot.  What's needed is either an
ultrasonic humidifier (or nebulizer), a compressed-air nebulizer or a
mechanical humidifier -- the kind that "whirls" the moisture into the
air (Vicks brand makes one).  The nebulizers are the most effective,
though.
