The best way is to nebulise or use an atomiser (not as good). I have not herd of nicotine being stored in lumps in the lungs or being a problem in this way. Do you have some reference. In any case, nebulising is simply breathing cs laden air, and a good cough is more likely to dislodge stuff in the lungs. spraying in his throat and whilst breathing in may help.
