At about 8 to 12 ppm normally the number of particles tends to peak, and the particles get bigger, instead of more numerous. Thus the effectiveness tends to plateau as well in that range.
5 ppm is plenty strong for almost anything. Higher ppms can work better topically though. Generally 2 ounces of 5 ppm will be slightly more effective than one ounce of 10 ppm due to the generally smaller particle size of the 5 ppm.
