You have got to be kidding. I though that was all proved long ago.  This is not
the place to discuss that, but it makes no sense for a dozen tankers to circle 
or
zig zag back and forth over a city for hours dumping fuel every day for weeks on
end, which I have witnessed hundreds of times.

As for the effect, no one seems to know quite why they are doing it, but it must
be having the desired effect, or why continue?

Sorry, but the truth is out there, it only has to be found.
