How much water? What size are the ribbons (I assume they're .999 fine
silver or better)? How far apart are the ribbons?

Normally, about 25 to 35 minutes is sufficient for 8 ounces of water
with ribbons spaced about 2 inches apart. To see something happening,
you have to shine a very bright light at the ribbons and you might see
a very faint cloud coming off one of them. This won't start until
about 20 to 30 minutes into the process, and once you see this you
shouldn't run for more than 10 minutes more. If you do, the invisible
silver particles will start to clump together, reducing the
effectiveness of the CS.
