I believe that all DMSO is sold as a solvent in order to get around FDA restrictions. I wouldn't hesitate..don't hesitate..to suck up oxygen from my welding tanks. It's gotta be purer than city air.
 I do try to remember to turn the acetylene off though.

as far as oxygen. i was informed that welding grade oxygen comes from the same
source as med oxygen. the only possible contamination would be a new tank
that was filled with oxygen and not purged properly. so, if you use a used tank
you should be a ok.
med tanks DO have extra protection in that a history is kept of the tank, where it was
filled and by whom etc..
