You are correct on both points. The resistor can be adjusted up or down in value with no major injury to the end produce. In fact, Mike Monett, the originator of the idea of a ULVDC unit used a 51K resistor to begin with, and eventually found that resistancve in the range of 22K worked best in relationship to the timeframes.
