Is the carbon detrimental in any way?
Or is it only the aesthetics that you are worried about?
The carbon might be serving a few useful purposes which could be sales points for black purifiers.

Some thoughts and possibilities:
Activated carbon absorbtive filter  (activate by steaming)
That Carbon could be:
A component of the mechanical filtration system
Protecting the silver from chemical attack somehow.
In some way catalytic to the germ neutralisation process.

Other thoughts.
To oxidise the nitrate, you could use something like H2O2 which leaves no poisonous residue. ? You could perhaps use an electro process to plate the silver onto the ceramic. But how to get the ceramic matrix to be an electrode?
