Usually not.  But if the urethra is swollen shut you could force the fluid
into to sperm ducts.  If you used a lot of pressure you could tear something
or drive infected matter into the ejacaculatory ducts, vas deferentia other
parts of  the system. 
 
If it were me, I would drink lots, probably a quart a day.
 
And, If I  did not get quick relief from the sol, I would be getting a
Penicillin jab in the ass pronto. It can cause sterility if it gets to the
testicles. 
 
I don't know if it is still available, but in the past, there was on the
market an ointment in a small tube (like a tiny toothpaste tube) maybe 1/4
Oz.  It may have been called "Sanitube".  It was not prescription. The
active ingredient  was an oxide of Mercury.  After exposure---immediately,
before dozing off-- you would insert the tip of the tube into the tip of the
penis and squirt in the cream.  Then, milk it into the urethra and spread it
all around the groin and scrotum. They even gave you a little cotton bag
with a drawstring to enclose everything to avoid staining your underwear or
pants.  It works, at least some of the time.  I know, because on one
occasion others who were exposed to the same infected woman got G. and I did
not.
 
I later reasoned that triple antibiotic ointment would work, without the
mercury exposure, and used that.  
 
I did a fairly formal paper on the technique as a nursing student, and
presented it to the Public Health system in San Francisco California in the
60s, when G. was rampant.  I handed it to the MD in charge of dealing with
the epidemic.  They ignored it.  
 
Used promptly, it is probably 100% effective.  Presumably, any triple
antibiotic cream should work, such as Neosporin.  Be aware that some people
are quite allergic to one of the antibiotics in the cream---I can't remember
which one.  Washing your crotch with Ag sol and squirting a couple of Oz up
your unit should work to prevent infection, as well as treat an established
one.  
 
The military used to issue Sanitube (If that is indeed the name) kits to
people on leave.  
 
Ah, the bad old days....
