It sounds very much like Demodectic Mange. It is caused by a mite that is on all dogs but due to immune deficiency some dogs can not keep under control. It is common to see a bit in young dogs whose immune systems are still maturing but whose maternal antibodies have fallen off. It is also know as the Red Mange. Severely impaired dogs may show it at 6-8 weeks and some do not recover.
It is very interesting if it is Demodex and CS controls it. Although it can be difficult to isolate by skin scraping, because it burrows deep into the skin and subdermis, this is one way to confirm. The other is by physical exam and medical history, which is how most astute vets will diagnose it. The not so astute resort to steroids. There are dips for it but they are very liver toxic, be very careful if you decide to go this route. Ivermectin also kills the mite and is used off label by some vets for the difficult cases orally and topically. Do not do this without knowing how much is too much as ten times the therapeutic dose, or in collie breeds even less, will cross the Blood Brain Barrier and kill the dog. The "other" mange mite is Sarcoptic Mite and is easier to kill, it is generally a different pattern though and a bit easier to detect on skin scraping but both can easily be missed. Mites are not insects but Arthropods and harder to kill than insects. Old remedies included smothering them by coating the dog with old motor oil. <yikes> But if the dog survived sometimes it worked. The features of Demodex are the hairlessness around the eyes and the red rash on her belly and legs. It is usually more symmetrical and Sarcoptic is more on the body, generally, asymmetrical. If you do decide to get a skin scraping to confirm this and CS continues to control it please post this to the list under a subject heading of Mange so it is easily searchable. Steroids are not at all useful and in fact will suppress her immunity even further. How old is she? Does she have any reason to be immune suppressed? Is she inbred? Stressed or have other physical or environmental immune suppressors? I have seen this in a whole litter of inbred puppies starting with the hair loss around the eyes are 6 weeks of age.
