That plate is aluminum, you put it in boiling water with baking soda. You can do this with aluminum foil, boiling water and baking soda.
I am running mine through the dishwasher. It may develop fine scratches, but that patina is desirable to me. Most old silverware has a patina from years of use, and it is a mark of a vintage set. The only caveat I read about dishwashers and silver was not to use a citrus scented because of the chloride. Nice to know that it has chloride which I avoid, no wonder I don't like the citrus scents. And to not let the silverware touch any stainless steel utensils. Anyone know the reasons for this? I assume it is a metallic interaction?
