If you slow the cycle rate to about 1 cycle per minute, you can use LVAC..otherwise, ions leave and get sucked back in too fast for much to wind up in the water...and you wind up with a very dense boundary layer around both electrodes that makes lots of crud.
Extremely vigerous stirring might help.


Also, after a while, the transformer will burn out and the water turns to emulsified mud.
That outlines my very first attempt to make CS [utter failure]
