Yes the charges were preset. I read a site recently where one of the people who set them told exactly when and why they were set. Apparently charges are set in ALL very tall buildings, and wired to a tilt meter, so if the building tilts too much, where it threatens other buildings during a collapse, it will automatically blow symetrically to minimize the damage. Thus it is quite easy to blow the building remotely by simply tapping into the control line of the explosives already there.
