I posted descriptions earlier under ULVDC generators, but basically the idea is to use "U" or "W" shaped electrodes to eliminate the sharp edges of single rods, and run at low current density. I generally stay below 200uA/sq.in., although Ken gets good results at about 625uA/sq.in. with the Silverpuppy. A lot depends on finding good dw and you have to hunt around. I generally run for 6 to 8 hrs until small gray whiskers start forming on the cathode. The Faraday equations tell when to expect the whiskers to start. Search the archives for Schlafly to get the url for Mercury and the conversion factors if you don't have them already. Next I reverse the polarity for another couple of hours to let the whiskers go into solution and other ones start forming on the new cathode. This pushes the ppm a bit higher, and if you go too far the cs may get a slight yellow tint after a couple of days. The gray whiskers are hydrogen bubbles encased in silver atoms that made it all the way to the cathode and gained an electron to become neutral.
