Sea Silver was raided because they made unsubstantiated claims in direct violation of labeling laws and because they were selling enough product to impact a lot of people..and could pay the fines? I believe Sea Silver is available again, sans the claims? The FDA requires claims to be proven to their satisfaction by their standards, but don't even try to 'disprove' a viewpoint to anyones standards. But anyone can make any claims they want as long as they're not connected to the sales of the product.
