I think we may have an answer with the water quality, my Hanna always reads zero, but that's with deionised water. All he told me was:

Using 30VDC and 1mA (cold or hot good DW) I have never got clear CS at concentrations above a couple PPM. I have used the bubbler, stirrer, etc.
I really think it must be the altitude (8,000 feet). There is
obviously less oxygen in the water here.
