..and "rough" should be defined a bit to have any meaning.
A PWT will probably get you to within +/- 5 PPM in the 15 PPM range..much closer if your particular process and measuring procedure is verified against "your" meter within a specific narrow range by a good lab. [Say +/- 2 PPM?..which also includes the possibility of being "right on", but how do you know when that is? ]
All the meters are repeatable even though, if any two read the same at a given point in the same sample, it's a matter of chance.
