I'll stick my neck out and say that you can probably do it, short term. 
The risks are yours to take, however, as we (and you) have no way of 
knowing what's in the water and what you'll get as a result of 
attempting to make CS in it.

Here's my reasoning, however:  Back in the day, we were told to make CS 
in a glass by adding "a pinch" of salt or a few drops of a salt brine 
solution to distilled water to make it conductive, then to run our 
homemade generators for just a few minutes. We were told to expect "1 
ppm per minute" if we followed the instructions.

*IF* you are using a simple generator with 3 or 4 nine volt batteries,  
and no current regulation or limiting, and wire electrodes with a few 
inches of wetted length, what you'll probably see is a rush of bubbles 
from the cathode and a visible, smoke-like cloud of particles coming 
off the positive anode. The process goes a *LOT* faster than you're 
used to if you use only distilled water.

Just as the old recipes suggest, you only need to run it for a very few 
minutes to get a reasonable concentration. 

The product should look something like what you'd get if you put a few 
drops of skim milk in a glass of water, and will probably settle out on 
the bottom of the container after a few days or weeks. It will show a 
strong tyndall effect, if you brought your laser pointer.

If you're using a modern generator with some form of current limiting 
or different electrode geometry I don't know exactly what you'll get. 
You'll need to experiment with it and use your own judgment.

Stan Jones, the Montana US Senate Candidate, used his own variation on 
the old recipe to turn himself (slightly) blue. He started with 
stream/tap/well water, added salt, then ran his uncontrolled generator 
for an *hour* or more, and proceeded to drink a glass of the dark 
sludge he made every day for a couple of years. At least you'll know 
enough not to make the same mistakes.   

A lot of us started out with the salt-based recipes, and got plenty of 
benefits from the "CS" we made. Whether those efforts add up to a long 
term risk of argyria remains to be seen. You probably won't face much 
risk if you take small amounts for a few weeks.
