The HP reduces, that is loses an oxygen when exposed to silver screen. The action is it react with the silver producing silver oxide, then reacts with the silver oxide producing free oxygen and returning the silver oxide back to pure silver again. Since you end back up with silver again, it is considered a catalyst. So, yeh, I guess you could consider silver a catalytic reducer of H2O2.
