We have repeatedly seen our sick cats get well after changing their water to CS. Not water and cs, just cs. We had a cat with the symptoms you describe, except no purring. Just laying around. Changed her water to cs. She recovered. You have to get the cs into her, even if it means using a dropper syringe from an herbal tincture bottle.
I admit, I am cynical about vets. They, like old country doctors, used to know ways and techniques to combat health issues that were practical and wise. Now all they know is drugs.
