on a forum but it is attributed to a different source in this post.
I went to the Baton Rouge newspaper "The Advocate"
http://www.2theadvocate.com/ website and did a "Search This Site" hunt on
Google with the key words:
Max Mayfield Nagin Blanco Mandatory unprecedented NOAA
and the search did not turn up any matches so it appears that the article
did not come from this Baton Rouge paper.
