Think about what it takes to get paint color into the air.
A spray gun will work.
Letting it evaporate in a bowl won't, no matter how fast you make it evaporate, by whatever means.
An ultrasonic plate or a spray gun throws water droplets into the air along with whatever is in the water.
Even then, if a filter is any 'good', all you get is the carrier. [water or other solvent]
If you get an ultrasonic device, make sure you can run it without a filter and make sure the water has direct contact with the water in the reservoir.
.. a word of caution: If you run pond water in it without the filters, you'll be breathing pond water.
