How long does it take you to get to current saturation? I use a similar method using a 64 oz container (double yours) and thermal stirring which is much gentler than bubbling. However, although I don't remember exactly, mine goes into current limit within about 45 minutes and that calculates out to 20ppm for ½ gallon in about 10 or 11 hours.
Yours must not go into current limit as fast because of the vigorous stirring, otherwise it would be in the 40ppm range (since you are using half as much water as I am).
