I would think that might be possible. The packs would have to be done over a period of time, it wouldn't happen immediately for something under the skin. I know from personal experience that it works well for anything that has penetrated or erupted from the skin like a sliver or an infection that needs to come out. It does actually draw out cysts.
Richard Schulze (herbdoc) has a lot of protocols for cancer and other things and he always says, kind of as an aside or an afterthought, be sure you are soaking the area overnight with castor oil... I think castor oil is an integral part of positive effects he is getting from these treatments.
