A home made one can be work fine. You will need a constant current source, set for about 1 mA per square inch of anode, a stirer, a control circuit to measure the voltage and shut down when it drops to a specific point, and a control to reverse the current flow about every minute. You might find that purchasing these parts necessary off the shelf independently may cost more than $200.
