Sam, When I bought my Ozone Generator "device" from Yanco Industries in Canada, it was shipped as a water purifier. No medical claims whatsoever. When I had to send it back for service, I declared it a water purifier as well. There are always ways around the denizens rules and regs.
And I would say that anybody learning to /already making CSilver is way ahead of the FDA/EPA game. As long as you have some fine silver, good water and a few batteries you are a winner regardless of what they do.
