DJUKANOVIC - POWELL MEETING IN WASHINGTON
MONTENEGRO COMMENDED FOR ACCEPTING THE EU INITIATIVE

Podgorica -On his two-day official visit to the United States of America
(USA), Montenegro's President Milo Djukanovic talked yesterday at the
State Department with Secretary of State Colin Powell.

Djukanovic informed Powell of the key elements of his state policy, in
the light of implementation of the Agreement on Initial Basics for new
relations between Montenegro and Serbia. He also asked for further
political and economic support of the USA to Montenegro, as well as
efficacious carrying out of a new strategic partnership with USAID in
economic development of Montenegro.

Powell commended President Djukanovic, Democratic Party of Socialists
(DPS) and all political parties that have accepted the European Union
(EU) brokered initiative on forming a union with Serbia.

Intensifying of economic co-operation with the USA is crucial for
further development of a transparent business environment and
advancement of reforms in Montenegro - said Djukanovic after his meeting
with Powell. He also said that it was quite certain that the USA would
still remain engaged in all spheres of civil society development and
economic reforms in Montenegro.

At the State Department Djukanovic also met US Coordinator for
Assistance to Europe and Eurasia William Taylor, US Special Envoy for
the Balkans James Holmes and US Deputy Assistant Secretary of State
Janet Bogue, as well as President Bush's Special Advisor, and a director
for South East Europe.

Today, on his second day of his official visit to Washington, Djukanovic
will meet the World Bank Director James D. Wolfenshon, Deputy Managing
Director of International Monetary Fund Anne Krueger, Director of USAID
Andrew S. Natsios, and congressman Bill Young.

MONTENEGRIN PARLIAMENT SESSION
CONFIDENCE VOTE TO GOVERNMENT NEXT WEEK

Podgorica - At today's session Montenegro's Parliament is expected to
adopt rules on media presentation of political parties at oncoming local
elections. According to Podgorica media, legislators will discuss a vote
of confidence to Government only next week.

The ruling Democratic Party of Socialists (DPS) Whip Miodrag Vukovic
said that Prime Minister Filip Vujanovic would not resign, and that the
only option for the Liberal Alliance (LS) was to propose in the
Parliament a no-confidence motion for the Government.

Vukovic explained that Prime Minister Vujanovic returned his mandate at
the request of LS, and that he asked that President of Republic Milo
Djukanovic be informed about that in order to provide a new government
mandator.

After that, some legislative and political dilemmas occurred concerning
the interpretation of practices regarding mandate returning. The Prime
Minister's resignation was expected by LS, which would make Government -
Vukovic said - admit "its alleged poor work, and thus punish itself for
signing the Belgrade Agreement, endorsed by all parliamentary parties,
and even LS, which voted against it, announced it would take part in its
implementation".

Vukovic announced that at the Parliament session intended for discussing
confidence vote to the Government, DPS would also insist upon a
no-confidence vote to the President of the Parliament Vesna Perovic.

According to Vukovic, putting off the solving of the Government crisis
and the Belgrade Agreement discussion confirms the DPS attitude that in
Montenegro there are some that claim to support co-operation with Europe
but actually want to unnecessarily complicate the political situation in
order to delay the co-operation and make Montenegro acquire an image of
a politically incorrect state neglectful of its responsibilities.

SUSRET DJUKANOVICA I PAUELA U VASINGTONU
PRIZNANJE CRNOJ GORI ZA PRIHVATANJE INICIJATIVE EU

Podgorica - Predsjednik Crne Gore Milo Djukanovic, u okviru dvodnevne
radne posjete Sjedinjenim Americkim Drzavama (SAD), juce je u Stejt
dipartmentu razgovarao sa drzavnim sekretarom SAD Kolinom Pauelom.

Djukanovic je Pauelu predocio kljucne elemente drzavne politike, u
svijetlu sprovodjenja sporazuma o Polaznim osnovama za nove odnose Crne
Gore i Srbije i zatrazio nastavak politicke i ekonomske podrske SAD-a i
efikasno sprovodjenje novog strateskog partnerstva sa USAID-om u
ekonomskom razvoju Crne Gore.

Pauel je odao priznanje Djukanovicu, Demokratskoj partiji socijalista
(DPS) i ostalim politickim snagama, koji su prihvatile inicijativu
Evropske unije (EU) o formiranju saveza sa Srbijom.

Intenziviranje ekonomske saradnje sa SAD-om presudno je za dalju
izgradnju transparentnog poslovnog ambijenta i unapredjenje reformi u
Crnoj Gori - ocijenio je Djukanovic, nakon susreta sa Pauelom, isticuci
da je sasvim izvjesno da ce SAD i dalje ostati angazovane u svim
djelovima izgradnje civilnog drustva i ekonomskih reformi u Crnoj Gori.

Djukanovic je u Stejd dipartmentu imao sastanak i sa koordinatorom za
pomoc Evropi Vilijemom Tejlorem, specijalnim izaslanikom za Jugoistocnu
Evropu Dzejmsom Holmsom i zamjenikom pomocnika drzavnog sekretara Dzenet
Boug, specijalnim savjetnikom predsjednika Busa Gregorijem Soultijem i
direktorom za Jugoistocnu Evropu Dinomt Pitmanom.

Danas, drugog dana posjete Vasingtonu, Djukanovic ce imati sastanak sa
predsjednikom Svjetske banke Dzejmsom Vulfesonom, zamjenikom direktora
Medjunarodnom monetarnog fonda (MMF) Anom Kruger,  direktorom USAID-a
Endrju S. Natiosom i kongresmenom Bilom Jangom.


SJEDNICA SKUPSTINE CRNE GORE
O POVJERENJU VLADI TEK IDUCE SEDMICE

Podgorica - Crnogorski parlament na danasnjoj sjednici  usvojice pravila
o medijskom predstavljanju stranaka povodom predstojecih lokalnih
izbora, a prema najavi podgorickih medija poslanici ce o povjerenju
Vladi raspravljati tek iduce sedmice.

Sef poslanickog kluba crnogorske vladajuce Demokratske partije
socijalista (DPS) Miodrag Vukovic rekao je da premijer Filip Vujanovic
nece podnijeti ostavku i da Liberalnom savezu (LS) ostaje jedino
rjesenje da Skupstini uputi predlog o izglasavanju nepovjerenja Vladi.

Vukovic je objasnio da je Vujanovic na zahtjev LS vratio mandat
Skupstini i trazio da o tome bude obavijesten predsjednik Republike Milo
Djukanovic, kako bi odredio mandatara za novu vladu.

Nakon toga, pojavile su se pravno - politicke dileme oko tumacenja
instituta vracanja mandata. Ostavku premijera ocekivao je LS, cime bi
Vlada, kaze Vukovic priznala "navodno los rad i sebe kaznila zbog
potpisivanja Beogradskog sporazuma, koji su prihvatile sve parlamentarne
stranke u Skupstini, pa je i LS, koji je glasao protiv, najavio da ce
ucestvovati u njegovoj implementaciji".

Vukovic je najavio da ce DPS insistirati da se na sjednici Parlamenta na
kojoj se bude raspravljalo o povjerenju Vladi, glasa i o razrjesenju
povjerenja predsjednika Parlamenta Vesne Perovic.

Vukovic je ocijenio da odlaganje rjesenja krize Vlade i rasprave o
Beogradskog sporazumu potvrdjuje stav DPS-a, da je neko u Crnoj Gori
verbalno za saradnju sa Evropom, a da fakticki zeli da nepotrebno
iskomplikuje politicku situaciju, kako bi se ta saradnja odlozila i
Crnoj Gori pripisao imidz drzave koja nije korektna prema preuzetim
obavezama.
