CONSTITUTIONAL COMMISSION CONTINUED WITH ITS WORK IN BELGRADE LARGER
PART OF THE CHARTER HARMONIZED
Podgorica - The members of the subcommission for drafting the
constitutional charter said they doubted that an entire and complete
text would be drafted by Monday since a larger part of the charter had
not been harmonized - inform Podgorica media.
Member of the Montenegrin delegation in the Subcommission Miodrag
Vukovic said that not even yesterday were the contradictory attitudes
about drafting the Constitutional charter brought closer.
Vukovic said that they moved to the basic regulations - beginning with
the first article, what is a state union, discussing also its name, its
territories, its borders, the state symbols, economic relations,
international communications, internal legislative relations - all that
on the level of principles. According to his words, the Subcommission
has also considered the issue of citizenship.
"We are also discussing the issue of whether there is a member state
citizenship or the joint state citizenship, or if there is maybe a
possibility of having a shared citizenship. We are also considering the
freedoms and rights of citizens." - added Vukovic.

SEKULIC (DPS): THE COALITION FOR YUGOSLAVIA DOES NOT CARE ABOUT OBEYING
THE LAW
Podgorica - High official of the Serb People's Party (SNS) Goran
Danilovic said yesterday that his party had not received any
notification about the procedural invalidity of the demand to schedule
an extraordinary session of the Montenegrin Parliament for August 19,
and that the session was put off.
"Until something of the sort happens and until we hear an explanation
from Ms Perovic, we can hardly make any proper comment of this matter.
As far as we are concerned, the session is still scheduled for August
19" - said Danilovic.
On the occasion of overruling the request of the Coalition "Together for
Yugoslavia" (ZZJ) for scheduling an extraordinary session of the
Parliament, in his interview to Radio Antena M the DPS official Predrag
Sekulic accused the proponents that they were trying to impose their own
rules, disobeying thus the law and the political rules and procedures.
"It has become obvious by now that the gentlemen from the ZZJ do not
care about obeying any laws or the political rules and the procedure,
since they do not realize that the laws exist in order to prevent
self-will, and that obeying the law was democracy".
THE PROJECT FOR IMPROVING WATER-SUPPLY INITIATED IN PLJEVLJA USAID
DONATION FOR THE WATERWORKS OF ABOUT EUR160.000
Pljevlja - The realization of the first phase of the project of the
pipeline construction of 1.800m length from Pljevlja suburb Varos to the
Medical Center is to begin within following days. The value of the works
is estimated to euro160.000, and project will mostly be financed by the
American non-governmental organization USAID. The local authorities will
also participate in the project with 20% of the means - quotes Podgorica
daily "Vijesti".
According to persons in charge at the Plevlja Secretariat for urbanism
and construction, the waterworks will enable a more even distribution of
water and more stable pressure in the town's pipeline, which is expected
to improve significantly the water supply of the entire town. A Sarajevo
construction works company will be in charge of the works, and all the
USAID donations to the Pljevlja municipality are going to be realized
through international organization ICMA.

USTAVNA KOMISIJA NASTAVILA RAD U BEOGRADU
VECI DIO POVELJE NIJE USAGLASEN
Podgorica -Clanovi potkomisije za izradu Ustavne povelje izrazili su
sumnju da ce do ponedjeljka biti gotov cjelovit tekst jer veci dio
povelje nije usaglasen, pisu podgoricki mediji.
Clan crnogorske delegacije u Potkomisiji Miodrag Vukovic izjavio je da
ni juce nijesu priblizeni suprotstavljeni stavovi u vezi pisanja Ustavne
povelje.
Vukovic je rekao da se preslo na osnovne odredbe - od prvog clana, sta
je drzavna zajednica, preko njenog imena, teritorije, granice, drzavnih
simbola, ekonomskih odnosa, medjunarodne komunikacije , unutrasnjih
pravnih odnosa i sve na nivou nacelnih stavova i principa Prema njegovim
rijecima, Potkomisija je razmartrala i pitanje drzavljanstva.
"Razgovaramo o tome da li postoji drzavljanstvo drzave clanice ili
zajednicke drzave, ili pak postoji mogucnost dvojnog
drzavljanstva.Razmatramo i slobode i prava drzavljana", dodao je
Vukovic.
ZA SNS SJEDNICA JE 19. AVGUSTA, REKAO PREDRAG DANILOVIC
PREDRAG SEKULIC(DPS), OCIJENIO DA KOALICIJI ZA JUGOSLAVIJU NIJE STALO DO
POSTOVANJA ZAKONA
Podgorica - Visoki funkcioner Srpske narodne stranke(SNS) Goran
Danilovic izjavio je juce da ta partija nije dobila obavjestenje da je
zahtjev za zakazivanjem vanredne sjednice crnogorskog parlamenta, 19.
avgusta, proceduralno nije valjan i da je ona otkazana.
"Sve dok se tako nesto ne dogodi i dok ne cujemo obrazlozenje
Peroviceve, gotovo da ovu stvar i ne mozemo na pravi nacin
komentarisati. Za nas je ta sjednica i dalje 19. avgusta", rekao je
Danilovic.
Povodom odbijanja zatjeva "Koalicije za Jugoslaviju"(KZJ) za sazivanje
vanredne sjednice parlamenta , funkcioner DPS-a Predrag Sekulic, u
izjavi za Antenu M, optuzio je predlagace da, ne postujuci zakon,
politicka pravila i procedure, namecu svoja pravila. "Sada je vec ocito
da gospodi iz KZJ nije stalo do postovanja bilo kakvih zakona,
politickih pravila i procedure, oni ne shvataju da zakoni postoje da bi
se sprijecila bilo cija samovolja, da je postovanje zakona mjera
demokratije.
U PLJEVLJIMA POCINJE PROJEKAT ZA POBOLJSANJE VODOSNADBIJEVANJA USAID ZA
VODOVOD DAO 160.000 EURA
Pljevlja - Realizacija prve faze projekta izgradnje cjevovoda od
pljevaljskog naselja Varos do Medicinskog centra, koji ce biti dug oko
1.800 metara pocece narednih dana. Vrijednost radova je 160 hiljada
eura, a najvecim dijelom finansirace ih americka nevladina organizacija
USAID. U projektu ce ucestvovati i lokalna uprava sa 20 odsto sredstava,
pisu "Vijesti".
Prema rijecima nadleznih u pljevaljskom Sekretarijatu za urbanizam i
gradjevinske poslove, vodovod ce omoguciti ravnomjernije napajanje vodom
i stabilniji pritisak na gradskoj mrezi, sto ce znatno poboljsati
vodosnabdijevanje citavog grada. Izvodjac radova ce biti jedna
sarajevska firma, a sve donacije od USAID-a namjenjene pljevaljskoj
opstini realizovace se preko medjunarodne organizacije ICMA.
