THE COMMITTEE OF MINISTERS OF THE COUNCIL OF EUROPE IN STRASBOURG: THE
PRESENT CIRCUMSTANCES DO NOT ALLOW THE ADMISSION OF THE FRY TO THE
COUNCIL OF EUROPE
Podgorica - The Committee of Ministers of the Council of Europe (CoE)
has not invited the Federal Republic of Yugoslavia (FRY) to join the
body, since a constitution for new union of the two republics, Serbia
and Montenegro, has not yet been adopted. The charter adoption
represents a precondition for the FRY to become the 45th member of the
oldest European integration.
The Parliamentary Assembly of the Council of Europe recommended to the
Ministers to invite the FRY to join the CoE membership "as soon as the
parliaments of Serbia and Montenegro adopt the constitutional charter" -
reads an announcement sent from Strasbourg to FoNet Agency.
The announcement also states that the Ministers "strongly encouraged the
authorities of the FRY and Serbia and Montenegro to reach agreement and
to adopt rapidly the constitutional charter". They also called on
Yugoslavia to comply "with all its international obligations, in
particular by cooperating fully with the International Criminal Tribunal
for the former Yugoslavia (ICTY)".

ABOUT THE CONSTITUTIONAL CHARTER: AGREEMENT ON TUESDAY?
Podgorica - The whole business regarding the adoption of the
constitutional charter draft text of the future state union of Serbia
and Montenegro might be completed on Tuesday, November 12 - stated
Dragan Kujovic, the co-presiding of the Montenegrin delegation in the
Constitutional Commission, to Podgorica Agency Mina.
In case we fail to agree, then we should turn to the Belgrade Agreement
signatories and say clearly who, and for what reason, obstructs the work
on the creation of the constitutional charter - Kujovic said.
In addition to that, Kujovic accused the representatives of the Federal
Parliament of holding back the whole business relating to the charter.
They do it because of their political beliefs, which also may be
characterized as highly personal.
One of the co-presiding in the Constitutional Commission from Serbia,
Bosko Ristic, has also expressed expectation about removing obstacles to
the work of the Constitutional Commission at a meeting which is expected
to take place in Belgrade soon.
I expect that the representatives of Montenegro's opposition Socialist
People's Party (SNP) and the representatives of the Democratic Party of
Serbia (DSS) would renounce their determination the constitutional
charter containing as obligatory a regulation regarding the manner of
electing representatives for the future state union's parliaments -
Ristic said.
TALKS ABOUT THE CONSTITUTION OF A NEW MONTENEGRO'S GOVERNMENT AGREEMENT

Podgorica - The Spokesman of the Social Democratic party (SDP),
Branislav Radulovic, announced official talks of President of the ruling
Democratic Party of Socialists (DPS) Milo Djukanovic and President of
the SDP Ranko Krivokapic. Their talks will be mostly dedicated to the
constitution of the future government.
Radulovic said that there was no mention of a possible presidential
candidate during a recent SDP chairmanship session. "Montenegro must
have a European president and the SDP would surely give its support to
such a candidate" - Radulovic stated.

Podgorica - Komitet ministara Savjeta Evrope juce nije pozvao Saveznu
Republiku Jugoslaviju (SRJ) da pristupi punopravnom clanstvu u Savjet
Evrope (SE), buduci da jos nije usvojena Ustavna povelja Srbije i Crne
Gore, sto je uslov da SRJ postane 45. clan te najstarije evropske
integracije.
Parlamentarna Skupstina Savjeta Evrope preporucila je ministrima da
pozovu SRJ u clanstvo SE "cim parlamenti Srbije i Crne Gore usvoje
ustavnu povelju" - navodi se u saopstenju, koje je iz Strazbura
dostavljeno agenciji FoNet.
Ministri su, navodi se u saopstenju, snazno ohrabrili vlasti SRJ, Srbije
i Crne Gore da postignu sporazum i brzo usvoje Ustavnu povelju,kao i da
u skladu sa principima SE obezbijede punu saradnju sa Haskim tribunalom.

Podgorica - Citav posao u vezi sa usvjanjem teksta Ustavne povelje
buduce drzavne zajednice Srbije i Crne Gore, mogao bi biti zavrsen u
utorak 12. novembra - izjavio je podgorickoj agenciji Mina
kopredsjedavajuci crnogorske delegacije Dragan Kujovic.
Ukoliko se ne dogovorimo,treba ici prema potpisnicima Beogradskog
sporazuma i kazati ,ko i zbog cega opstruira rad na izradi ustavne
povelje -rekao je Kujovic.
Kujovic je optizio predstavnike saveznog parlamenta da koce citav
posao,zbog politickih uvjerenja koji se mogu okarakterisati licnim
stavom.
Jedan od kopredsjedavajucih Ustavne komisije iz Srbije Bosko
Ristic,takodje je izrazio ocekivanje da ce uskoro na sastanku u Beogradu
biti deblokiran rad Ustavne komisije.
Ocekujem da ce predstavnici crnogorske opozicione Socijalisticke narodne
partije(SNP) i Demokratske stranke Srbije (DSS) odustati od stanovista
da Ustavna povelja treba da sadrzi odredbu o nacinu izbora poslanika za

RAZGOVORI O SASTAVU NOVE CRNOGORSKE VLADE
DOGOVOR - KRAJEM SEDMICE
Podgorica - Portparol Socijaldemokratske partije (SDP) Branislav
Radulovic najavio je zvanicne razgovore predsjednika vladajuce
Demokratske partije socijalista (DPS) Mila Djukanovica i predsjednika
SDP Ranka Krivokapica o sastavu buduce vlade.
Radulovic je rekao da na sjednici predsjednistva SDP -a nije razgovarano
o predsjednickom kandidatu i dodao da "Crna Gora mora imati evropskog
predsjednika i SDP ce podrzati takvog kandidata".
SAVJET ZA PRIVATIZACIJU VLADE CRNE GORE:
TENDER ZA PRODAJU "MONTENEGROBANKE"
Podgorica - Crnogorski Savjet za privatizaciju juce je odobrio
raspisivanje medjunarodnog tendera za prodaju 91,5168 odsto akcija
"Montenegrobanke" AD Podgorica, koje su vlasnistvo Vlade Crne Gore.
Na jucerasnjoj sjednici je prihvacen i predlog Tenderske komisije o
pokretanju procedure za obnavljanje tendera o prodaji akcija Duvanskog
kombinata - Podgorica, a u skladu sa dinamikom koju predloze
medjunarodni savjetnici.

HARMONIZOVATI ODNOSE
Podgorica-U razgovoru predstanika crnogorske i srbijanske Vlade,koji ce
biti danas odrzani u Beogradu,razmartace se pitanja finansiranja
zajednickih institucija ,posto zajednicka drzava nema izvorne prihode i
finansirace se iz bidzeta clanica.
Na sastanku ce se raspravlati i o uspostavljanju platnog prometa izmedju
Crne Gore i Srbije.
