I've seen references to VAXwindows. I know it predates VMS 5 but I am not sure if it was a layered product or not. There is also a very primitive window system for P/OS on the DECPro called Synergy (which I would love to find documentation for) that you could control with either the keyboard or the digitizer. I comes with the P/OS package for xhomer but I have yet to get it to work with the mouse-emulated digitizer.

I used it at one time. It was ok, but rather slow. It's not a client-server system as X is.
