VAXwindows was a layered product (like just about everything DEC sold for VMS). Without it a VAXstation of that era wouldn't be very user friendly, but it would boot happily enough. However all my VAX software CD-ROMs are from V5.3(?) onwards so I very much doubt the VAXwindows product is there.
