Anyone is absolutely free to do what you suggest in their own configuration file.
Changing the default simh behavior at this time would break all of the existing configurations that currently exist in the field. Not a good idea. If you insist on using CTRL P, you can have: DEPOSIT WRU 10 Somewhere early in your configuration file. Or you could merely use the simh default WRU character of CTRL E.
