John, I have put together a FileMaker database based project that does what you want to do. Check out http://code.google.com/p/exhibtmaker/ Data is entered or imported into the FileMaker database. One button click creates the HTML file and another creates the associated JSON data file. These can be tested on your computer and uploaded to a web server.
The solution requires you own a copy of FileMaker 8 or better or if you have a Macintosh the is a runtime version that doesn't require FileMaker. I'll try to get a PC runtime version posted soon. I just recently made this open source project so I need your feedback on it if you try it out.
