I was the original creator and Ryan added some features and integrated it into Exhibit (but it was sort of a side hack, it never got fully promoted-documented). I don't think anybody in particular 'owns' it... it's more of a do-ocracy: governs who does and I've haven't been doing much on Timeplot unfortunately (mostly because for what I need it it works fine). But how that you have commit access, feel free to fix things that you don't like or would do differently.
