The IP blacklist point is after RCPT TO so it'll still hit user
unknown before it hits the IP blacklist point. Best is to blacklist
the sender - see what address it's giving at MAIL FROM and blacklist
that in the router.
Alternatively, depending on your mood, you can create the user
unknown in the router and reroute back to the sender (takes the
sender a while to figure out how come when he sends he gets the mail
straight back from himself ;-)
