Yes. SIMS will reject messages from IP addresses in the blacklist. As someone
else mentioned, though, this happens after the RCPT TO: so the event is still
logged.

Yes, although the blacklist is really intended to be used as an anti-spam
tool. If you've got someone trying to send mail to an unknown user, first try
to determine if it's legitimate mail that, for one reason or another, may be
addressed to a non-existent recipient. If it is, try to contact the sender and
set them straight. If it really is a spammer (or some other 'bad' guy), doing
something like trying to harvest addresses from your server (in which case the
offending host will be trying to send to many different unknown users in
batches), then you should consider adding the host to your blacklist. If you
aren't already using it, you should upgrade your SIMS to 1.8b8, which
automatically adds such hosts to a temporary blacklist. To be most effective
in its anti-spam capacity, the local blacklist should probably also be used in
conjunction with DNS-based RBLs (the button to the right of the blacklist
button in the SMTP Service Settings). Blacklists like the MAPS RBL and MAPS
RSS lists will already have a lot of problem IPs in them, so you won't have to
add them manually to your local blacklist. Another advantage of the
centralized blacklists is that they're generally updated fairly regularly so
that hosts that have been 'fixed' (i.e., are no longer open relays, or
whatever got them listed to begin with) are removed from the lists in a timely
manner, something that's difficult to keep on top of with the local blacklist
-- it could easily take up most of your time trying to do so. That's a good
thing because the biggest disadvantage to blacklisting is that it runs the
risk of blocking legitimate mail in the process of blocking undesirable mail
(spam).
