I would say the problem is that the email is never reaching SIMS.  Did 
you try the telnet from inside (i.e. behind your router/firewall) or from 
the outside?  To properly verify that all is fine you should telnet from 
outside and verify the DNS (as suggested by Jeff Folk) especially the MX 
records.
